The Federal Reserve says appraisal reviews "have to find out whether the appraisal or evaluation is appropriate for the transaction, the uncertainty of the transaction, and whether the manners by which the collateral valuation is accomplished ensures independence and quality." They "should also denote whether the appraisal or evaluation report is true to the letter of engagement, which describes the range of the appraisal assignment." The Federal Reserve also notes that "some institutions reinforce routine reviews with post-funding evaluations of appraisal quality for some of their higher-risk or large-value affairs as a means to aid in detecting valuation concerns."
